Introduction to the Known World
The Hesberian Empire had conquered a large area of territory spanning from the West Outer Sea to the East Outer Sea. Although the Hesberians brought their culture and norms to every territory they occupied, they also show an affinity for new ideas. As such, those the right of a Hesberian citizen are the same throughout the empire, some local customs may also limit or enhance these rights.
For example, the those that live in Ikania are required to pay taxes for their ancestors. This was a concession by the Hesberian authorities to give the peculiar Ikan religion a means for funding their temples and rituals.
