The Action! System Core Rules are the only Open Gaming License product with rules for character creation included. Unlike other systems, it does not require a separate rule book to be purchased. The game is truly open.

In order to give back to the community, I wanted to provide the rules in an heypertext format similar to the http://www.d20srd.org project. Later on, I may provide some other extras.

Any of the item in red on the table of contents on the left have not been transferred yet. The biggest issue is wikifying tables. That is a manual, painful process.
